Logging on as Administrator

Hello,

I am having problems logging into Windows XP Pro with
SP1 as an administrator. I do not have an "advanced" tab
in the control panel under user accounts. Therefore, I
can not even make it so that users must use ctrl+alt+del
to log in. How do I log on as administrator and get
the "advanced" tab to show up?
