Logging Off and Re-start

I can't log off or restart at the Start button but I can log off from the
Task Manager ie Alt+Ctr+Delete and clicking logoff.
Any suggestions please?

It depends on the operating system you have. What is the operating system and
what view are you using. Classic etc. When you boot up is there a sign on
screen or is it an icon with your name and a guest account?

What do you mean by "I can't"? Are the options not there or what happens
when you click on option? Any error messages?

I have Windows XP Home Edition and wheen booting up I have an icon with the
user name. The problem occurs when I want to log off and switch users or shut
down. The Shut down window comes up and on clicking the button nothing
happens though when I do Ctr+Alt+Del I can log off from the Task Manager
Window.
