Log files referencing D:(file name) but D: is just a small partition I use for data storage. What do

I am trying to resolve an issue of everything on my computer reacting very
very slow. I have gone to a number of site recommended in MS Newsgroups. So
far nothing. I have gone through all my logs just looking for something that
might direct me. I have come across numerous times, files being referenced
from my D:drive which was only created when I had to re-install Windows
quite some time back. I have just used it for some back up info (or so I
thought). What am I missing here? Obviously I do not know as much as I
should about a partition. Can you direct me on this??

And what does this one mean? I have not been getting all my events when I go
to event viewer but this was not my priority issue. Plus I have not seen
this message before.

Also forgot: I am using Sysinternals Process Explorer. When my system was
stalling and task mgr showing cpu usage was maxed I checked the process
explorer. One of the svchost.exe was showing to be the process. I
highlighted it (PID 692), and among the hundred +/- handles was a line
saying: D:\System Volume Information\tracking.log. So again I don't
understand and wonder how much of my current computer issues are related to
this.

I am using WinXP Home SP2 (this was a problem before SP2) 512ram Dell
Dimension 4300 P4
