Click Review, Protect Document, Restrict Formatting and Editing.
Place a check mark in item #2 and choose level from the associated
drop down box. Then choose "Yes, Start Enforcing Protection" in item
#3. That will open up a pop-up box asking you for a password. DON'T
lose it or your document will be permanently locked.
The short answer is that you cannot prevent anyone you allow to see the
document from editing it.
You can prevent someone from *opening* it by using a password which will
encrypt the document, but you cannot stop someone you allow to open the
document from saving it with a new name. You can only prevent changes being
saved to the original by setting a second password. But if you delete the
original and rename the new file, it amounts to much the same thing.

First you have to accept the fact that if you put it out there it *can* be
tampered with
That said, the simplest approach is to use Save As then click the Tools
button & select General Options. Supply a password to modify & use the same
file name & location to overwrite the unprotected version with the read-only
copy. Only those who know the password will be able to edit & save changes
but anyone can open as read only.
However, once opeend as read only the user can still copy & paste to a
different document - the pw protection doesn't transfer with the content. If
