Locking text boxes

Is there a way to lock text boxes? I am using Windows
2000 with Excel 2000 and I have created a document
containing several text boxes which I am e-mailing out to
other users who have either Windows 2000 w/ Excel 2003 or
XP w/Excel 2003. When they receive the document, some not
all of the text boxes are floating (usually over top of
other objects like a table). Is there a way to control
this?

A known problem, which is why I always avoid the use of floating
shapes, and always use linked, inline pictures.

Word XP+ is much better at this.

I was able (through use of a friend)get access to
XP/2003, I was able to change the layout to inline
w/text, which worked,but when I when back to the 2000
version this option was grayed out. I will be creating
other documents ike this. Any other suggestions?
