"locking" sort order when opening files

I use MSPaint a lot, and often open two windows at a time. One I use to open
files and copy sections of images, and the other to paste onto what will be
my final collage. Each time I select "open" to edit a new picture, the
folder with all my images is sorted in some type of default config. I then
have to select details, re-sort, then thumbnail to see the images I want to
use. I typically use newest images first.

How can I set a folder so that my sort order is always by date added (when
opening from MSPaint), newest date first for example. I think it may be by
file name now.

Unfortunately the common dialog boxes, for open and save, are not
configurable to set up a default.
