Locking Master Slide

We are looking to provide a PowerPoint template for our organization using
our logo. Is there a way of locking the master slide so that people cannot
change the logo?

Eus,
As far as I know this is not possible, the template is part of the
presentation and the user can access the master if he wants to.

I encourage you send it to Microsoft as a suggestion/wish:

http://register.microsoft.com/mswish/suggestion.asp
As with all product suggestions, it's important that you not just state your
wish but also why it is important to you that your product suggestion be
implemented by Microsoft. Microsoft receives thousands of product suggestions
every day and we read each one but, in any given product development cycle,
there are only sufficient resources to address the ones that are most
important to our customers so take the extra time to state your case as
clearly and completely as possible. IMPORTANT: Each submission should be a
single suggestion (not a list of suggestions)

You can merge your background image and logo file together in another
program (Photoshop, Photoshop Elements, Corel PhotoPaint, Microsoft
Photo Editor, etc.) and reinsert this new compound image as your Slide
Master background.

You can lock your logo into your background where it's not a separate
element that can be changed. This can be done by using a graphics
program like J Terberg said, or by getting a screen capture - for a
fast get-around.

Without any slide text, start the show and capture it using Print
Screen on the keyboard. Get back into the master and Paste. Resize it
and send it to the back. Get rid of the original graphic elements.
