Locking icons on Start Menu

I remember once I could lock the items on the Start Menu so you can't
drag them. How is this done? I have forgotten now I have formatted my
computer.

Right click an open area of the Taskbar.
Select Properties from the menu.
Click on the Start Menu tab.
Hit the Customize button.
Click on the Advanced tab.
Remove the check mark from the box next to "Enable dragging and
dropping".
Click OK twice
