What registry setting do I need to tweak to prevent users from moving /
resizing the taskbar in 2k? We have several 'usres' who think it's funny to
hide it in the top or sides and I can't fin the setting to stop them.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advance
d\Taskbarsizemove
should be 0
and
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\Locked
should be 1

However you will not be able to prevent, that someone changes these settings
from the taskbar configuration dialog and does this again.
Better would be perhaps to rewrite the taskbar position settings for every
logon?

No good. the user is still able to modify the location of the tasbar AND
resize it
