Locking down IE

Is there a way to lock the browsing and in IE but to be
able to open an IE windows to display help contect?
I am running a W2K server and want to block this for all
users login via citrix.

You could use your firewall restricting access based on it's static IP address,
software firewall on the server for very granular control even to application
rules, or ipsec filtering on the server to restrict outbound access to the
internet - possibly to just certain websites based on IP addresses. --- Steve
