Locking arrow lines question

Hello,
I've drawn a few colored lines under text pointing at pictures in a table
but they keep moving around the document as I change tables, add text in
other places, etc. I thought they would stay in the table but I was wrong.
Is there any way to lock them so they stay inside where I put them?

Not really, and they will only work in IE browser running under Windows.

So the only thing I could do is turn the lines into jpgs and lock them in
like a picture?
