Locked out of Internet Options

I have IE 6.0.2800.1106.xpsp2.030422.1633 on Windows XP
SP1. Ever since I installed the latest security update,
I cannot get into my Internet Options on the browser. I
get a message that says: "This operation has been
canceled due to restrictions in affect on this computer.
Please contact your system administrator." The deal is,
I run as Administrator, and I've not done this. Anybody
have a clue what I can do to fix this? I can't get in to
make any changes in my browser. - Thanks
