You have to give Users access. By default, Administrator's are members of
the Users group as well. If you can't change the permissions via the GUI,
you can use the command prompt and
CACLS.EXE to adjust folder permissions.
CACLS.EXE /? will give you the command line options. It may take some
experimentation to get the correct structure for a folder that you've locked
yourself out of.
Rather than restricting access to the IE folder, you can restrict access to
the IE program itself. See

Security Console for an application that will allow you to do this, and
more, on a per-user basis.

Somehow I have locked myself out of my IE folder. I am running XP Pro, I
have adminstrator rights and I have also logged in under Administrator. I
checked the folder security properties and I am allowed access to it but
when I double click on the folder it says I do not have permission to access
it. I did lock out the "users" from the folder but it appears as though I
got myself also. I have no clue as to how I did this and am at a loss as to
how to fix it.
