Lock user desktop settings

My parents are useless computer users and constantly messing up their Desktop
and various programs by clicking in all the wrong ways. Is there a way for
me to set it up so that they would not be allowed to make changes to the
desktop and program settings
 
Interesting topic. Sounds like "Twiddle & Toggle" ailment that afflicts
so many computer users. The simple answer is a "Limited" Rights user
account. Otherwise, separate their user data to a secondary partition
and then create a base image of the XP instance. When things get to
a point of being unusable, have them restore the image. I have a few
customers who need almost monthly attention no matter what I do to
set them up & protect them. Helping them is akin to the Auto-Refills
you get from the drug store.
