Lock toolbars in taskbar

In IE 6 you can lock the toolbars (to prevent resizing).
In OSes where IE 6 is included you can also lock the taskbar toolbars.

But on older OSes you can't do this even if you upgrade to IE6
(I guess the active desktop and taskbar is from older IE version)

But there was a way to reinstall the active desktop part and the
taskbar toolbar extension (did it once when I didn't have active
desktop installed). Some parameter to add to the IE setup.exe..

Anyone have the parameter to add/upgrade the active desktop part ?

You are thinking of the Windows Desktop Update which came with IE401.
AFAIK there was no lock feature in it.
