'Lock the toolbars' won't save

I have a number of toolbars available on IE 6.0.
including Links, Yahoo Companion Toolbar and others as
new software was added. I pick the ones I want, arrange
to appearance then hit 'Lock the Toolbars' and it will
stay that configuration until I log off or reboot when it
returns the its default appearance and I have to repeat
the process. It won't 'store' the configuration if I log
off or reboot. Something must not be storing properly or
is missing in the registry but I can't figure out what or
why.

Also when I 1st open up the browser after being logged
off, it often opens up reduced size until I expand it
full screen.
