Lock the Toolbar malfunction

In the Start Menu toolbar settings, the links, address bar,etc. disappear
after a certain length of time, even though the toolbar was locked
originally. Toolbar remains locked after disappearance.

I can't speak for whether or not you may have spyware or anything like that,
but "locking" toolbars and such only "locks" them against user changes with
the mouse. It doesn't protect them from being changed by applications or
malware. Locking is poorly defined and misnamed. It's really to prevent
users from changing it accidentally.
