Lock Start Menu of Limited User

How do I lock the Start Menu for Limited Users so that they cannot customise
the Menu to be able to turn Microsoft IE browser on. This is on XP Home OS.
I have a children's browser that I want them to use, but they had rather
have the freedom of IE 6 without the controls. Each child is a separate user.

See if Doug Knox's Security Console will do what you need. Get it from
his site at www.dougknox.com.

For a half-way savy user (and Kids have always proved themselves to be
this if not fully savy users) can always find their way around any
locks you try to put in place to keep them out of IE. The only way to
keep them from doing it all is to supervise their computer use.
