Lock out user account after 90 dazy?

Is there any automated/scripted way way of disabling user accounts
after they not used for X time.

Sure there are ways to disable accounts via scripts...You can do
anything with scripts.

There are third party tools which are more user friendly than creating
scripts.
One tool is called Active Directory Janitor. This product allows you
to scan for over 25 different properties including lastlogon.
You can sort by lastlogon date and disable the accounts right from the
console of Active Directory Janitor.
You can enable, disable, move, and delete user accounts directly from
this console.
You can also export your results for reporting.
