Location of Attachment

Using Outlook 2003 on an XP machine.

Actually, there are two different machines in the office which we thought
were configured exactly the same way. On one machine, when the user
includes an attachment to an Outlook email, the attachment line in the
header section pops open and the attachment is listed there. On the other
machine, the attachment icon is included inside the body of the email
message.

Can you tell me the difference and how to make them both use the attachment
line in the header section?
