Locate Link Browser Message

I recently began having a problem on Outlook 2002 when trying to access web
links embedded in email messages. When I click on the link, rather than the
web site opening in IE, I get a window titled "Locate Link Browser." I've
tried resetting my web settings (Tools/Internet Options/Programs/Reset Web
Settings), but this only temporarily fixes the problem. Also just installed
SP3 as it sounded like there might be a fix in that service pack. Still
having the same problem.
