Local users needing to install program to machine. Cannot write to system folder

I have some users in our network running XP and they need
to be able to install a program locally. They cannot
install the program because they don't have admin rights.
I do not want to give them administrator rights just so
they can install this program. I have been told that
there is a fix so a local user can install a program
locally. Has anyone run into this problem? Is there a way
to change his access to let him install a program
locally? The power users group does not work on XP for
this purpose.
Any help would be appricated.

Give them "Local Admin" rights, which is not the same as "Network Admin"
rights - unless you are running a "Workgroup" instead of a "Domain".
