Local Users and Groups missing from Computer Mgmnt (Local) list

Original problem is task bar and icons missing when
logging in. Tried to create new account in safe mode
(right click My Computer / Manage / Computer Management
(Local)) but the "Local Users and Group" entry is
missing.

ANy ideas?

XP Home does not have this feature. You still create the new user accounts
through Control Panel, User Accounts.

To repair the missing Taskbar and Desktop icons, see

Desktop Icons and Taskbar for a small utility that will correct this issue.
You can run Internet Explorer by pressing CTRL-ALT-DEL after logging in, to
bring up the Task Manager. Then go to File, New Task and enter iexplore.exe
You can open Windows Explorer by entering explorer.exe in the New Task
dialog.
