Local settings lost

Now I cannot find the following folder:
C:\Documents and Settings\Administrator\Local Settings

BUT I found the following folder:
C:\Documents and Settings\john\Documents and Settings\Administrator\Local
Settings

was I accidentally move the administrator's folder to one of the user's
folder ?

Possibly - it's easy enough to do this accidentally in Explorer (and if
you're not using NTFS with security set as the defaults, you will have
access to all the folders). What happens if you try to move or copy it back?
 
If I were you I'd go into the command prompt and do this:

Start | Run | cmd | OK | cd\ | set > set.txt

and send us this file (it will be on the root) set.txt pasted in your reply.

Every user gets a full set of folders when first logging
on. If you feel that you have lost the administrator's
"Local Settings" folder then do this to recreate a
default profile:
- Give John administrative rights.
- Log on as John.
- Rename "c:\documents and settings\administrator" to something else.
- Log on as administrator.
