local security settings

I upgraded both computers on my network to xp pro from
2000pro. On one, I can change user rights, but on the
other, many of the user right fields contain a long
string of numbers and dashes, I cannot add any users to
any of the fields, and cannot delete the rogue "user" ie
the string of numbers. I get a popup saying "Failed to
save Local Policy Database". I tried creating a new user
with admin privileges to do this, but that was
unsuccessfull. Any ideas?
