Local Security settings

Hi< I am trying to set up a vpn and at want to run
secpol.msc but cant find it or the local security
settings in the administration settings, running XP home
as administrator. Any clues
Peter
 
Neither are included with nor installable
in Home edition. They are included in Pro.
