Create an OU.
Move this member server into that OU.
Create a GPO for that OU that allows domain admins
to "logon locally"
In the "deny logon locally" user right make sure the
setting is defined and empty.

These user rights will overwride what you have set locally
and allow you to logon to the server.

I tried exactly this, however it doesn't work
