Local Profile gets deleted upon User Logging Off

If a user signs in, places any files on his desktop/my
docs then logs out and back in those files are gone !

What I discovered (by logging in as me) is that when he's
logged out theres no c:\documents and settings\apetre
folder at all !

If you log back in as him it gets recreated, logout and
its gone again !

Any ideas what would cause this? I haven't seen this
before, but it seems to be an account thing not a machine
thing since mine works ok

No roaming profile is setup.
