Local Policy in Windows XP

Hi

I have a Windows XP professional in a workgroup and i want to set a policy for local users to restrict acess for software and costumize de desktop, etc

But i cant select for whic user i want to apply that policy, because i need to have 1 user whit no restrictions to administering the computer, and all other users need to have the policy

Can anyone help me

REad in Help about "System admininstration", and "groups". This should
give you some basic information to enable you to design something.
