Local Policies

Is there a way to create local polies per profile. What I need to do is have
a restricted for certian user that log on. I need a polies that does not
have a start button etc, then I need a policy that will have have full
access. I believe that when you set a local policy that it applies to anyone
that logs onto the PC. Any help is appreicated.
