Local group rights

I can not assign right to a domain local group on a server
in my w2000 domain other than the DC. The only groups I
can select on a member server or XP station to give rights
to, are global groups. What is wrong?

Domain Local Group scope is only on DC.
Create a Local Group on the server and add the Domain Global group to it.
