No, it's not a WinXP quirk. I use Publisher every week in WinXP Pro. I
started with Publisher 2000, then 2002 and just recently upgraded to 2003.
What happens when it "stops loading"? Do you get an error message, or does
the computer hang? When this happens, does the mouse still respond? The
keyboard? Can you regain (or retain) control of the computer, or to you
have to reboot? And how do you know it is 40% completed?
Have you tried using Add/Remove Programs to uninstall Publisher and then
reinstall it?
