loading order in XP Pro

Running XP Pro SP2 -

There are quite a few programs that are loaded by the Startup folder and the
Run & Run Once settings. When you look at the Run settings in the registry -
everything is listed alphabetically. Is there a way to control the order in
which these programs are run? Same for the Startup folder.

If you know what you'e doing you could edit the registry so that the names
are edited as 01 program, 02 program, 03 program, etc to allow for start
order control.
 
That would change their listing order but have no effect on their loading
order. I need to find out where the actual load order is maintained and
change it there, if possible.
