Loading New Page

In the last couple of days, pages that are accessed by a
link on a site do not open automatically. Instead I see a
small box (sort of looks like a mini version of a webpage)
that appears on top of the current page. I have to click
on the tool bar on the bottom in order to open the new
linked page. In the past, I never saw this box and the
linked page opened automatically.

What has happened? Thanks.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
