Load report failed

I've deployed a package with a number of crystal reports which use the
CrystalReportViewer. I've set the path of the reports in the ReportSource
property. This path is within the development folder which can only be
accessed by members of the ICT dept. When a user runs a report they get the
"Load report failed" error, I assume because the report is in the devlopment
folder. I've saved the reports into a folder outside the development area
which can be accessed by all user and changed the ReportSource property to
the new path, the user still gets the error.

I've done a "save as" on a report and saved into a folder outside the
development area which can be accessed by all users and the ReportSource
