Hello,

I want to make a hardlink to a file in NT ?
Any tool or builtin facility?

I don't believe that Windows operating systems have different flavors of
links as does Linux/Unix (hard and soft). IIRC, you can only make a
shortcut, which would be the same as a soft link. Right-click the file
and drag it to where you want the shortcut. When you release the mouse
button, choose "Create Shortcut" from the menu. Windows is a gui os,
remember. If this isn't what you want to know, then please post back
with more details.
