lmhosts not working

I have some entries in a lmhosts file.
When I ping one of them it translates the IP to an
Internet address and gets a response from that source.
I thought that lmhosts lookup took place before dns lookup.
Am I wrong?

Hi,

Ping is a sockets based application and will uses DNS name resolution.
NetBIOS applications will use a LMHOSTS file or WIns server. If you try to
net vew or net use to the server you will use your LMHOSTS file.
