Live help screen for Forms.

Some software has a small "?" in the top RH corner which can
be directed to some control, and a help phrase appears on a
left mouse click.

Can I have my own such system in Access2003 for
inexperienced users?

Sure. Use the F1 key to get standard Access help. You can also create your
own forms and launch them as help files. And if you'd like to be even more
sophisticated you can build videos using programs like Camtasia:
