Lithuanian language rendering in Windows XP?

I have a friend who is elderly and is Lithuanian. He uses his computer
and corresponds with people in Lithuania from his home here in the U.S.
But he tells me that he has a problem with the rendering of Lithuanian
text. Instead of the appropriate special characters used in the
Lithuanian language, he gets a bunch of gobbleygook instead of those
special characters.

Is here anything within Windows XP or somewhere else that can eliminate
this problem so that Lithuanian text can be rendered correctly?

Is Lithuanian language support installed?

Control Panel > Regional and Language Options > Languages > Details
