Links to articles/webpages on the internet blocked by Outlook?

Recently, and without changing any settings, Outlook has started to pop up
with "This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

Since I am the Sys Admin and I haven't changed any settings, any idea's?
I've checked every console associated with Outlook, Office 2007, and IE8 and
don't see anything I can do to change this back.

Any and all help is appreciated, and my grateful thanks for those who are
helpful!
