Links not usable in messages marked as "Not Junk"

If I receive a junk email in Outlook 2007 and then mark it as "Not Junk", it
will automatically be moved to the Inbox but the links in the message will
still not be usable. The message tells me that if I want to use those links
I need to move it to the Inbox even though it clearly is already in there.

How do I get Outlook 2007 to let me use the links in a message after it has
been marked as "Not Junk"?

You usually get this behavior when looking at the message via a Search
Folder.
When you move away from that message and then back to it, do you still get
that Infobar?

Yes, I do. I have tried moving to another message and another folder and
even restarting Outlook all to no avail. And I am not viewing the message
via a Search Folder.

It has always been this way and I finally got so fed up with it that I want
to fix it.
