links fail: Outlook Express 6/Windows XP

When I boot up and start Outlook Express, a double click on any link fails.
Nothing happens.
After <cntl><alt><dle> brings up prgram screen, I kill all IE explorer programs.
After that, the links will work.

Is something clobbered or something strange going on at startup??
How can I fix???
