Link on web page opening in new window

Does anyone know of a settng within IE or Windows OS's
(2000 and XP) that controls the opening of hyperlinks in
the browser? One user's machine tries to open the link in
a new window, while another user's PC opens the link in
the same window - I am trying to determine the difference
between the 2 machines that might cause this.
 
No, we checked there and do not see a specific setting
that says 'Open links in new window' or anything similar.
 
The option I was pointing to is the specific one - Reuse windows for
launching shortcuts. How is that set on each computer?
 
OK - then I can't think of a good reason. Can you show me the page so I can
see the code?

Certain third-party toolbars are suspected of causing this symptom.
