Link incorrectly opens new window instead of loading in iframe

My friend and I are making a website for our 4H band. The
link list on the side are supposed to send the correct
page to the iframe at the right. It works fine on his
computer and everyone else's computer that I've checked.
But on my computer, all of the links open a new window as
if it can't find the desired target frame. Anyone have
any idea if there's a weird setting messed up on my
computer? You can view the page for yourself at
http://www.lickingcounty4hband.com. It's extremely
irritating and makes checking the page from my system
completely frustrating.

So you know, I've tried erasing cookies, restarting the
browser, refreshing the page, erasing the TIFs, restarting
the computer, restoring all the Advanced browser settings
to their default state, and doing a spy/adware scan.
Nothing has fixed the problem.

Perhaps you should make that frame bigger?
FWIW on my system it is loading as an IFrame
but it is so small vertically that it is almost useless.
ICIM my display resolution is 1024x768.

BTW something interesting seems to be happening perhaps as a result
of your marquee scrolling: I consistently got a lot of Red-X for your
buttons with my usual cache checking setting of Every visit...
In order to show them all at the same time I had to switch to Never
and do some refresh commands. Fortunately they are all cacheable
so once they are loaded I can switch back to Every visit...
