When you click on a link in an Outlook email message, instead of opening
Internet Explorer and going to the URL of the link, Windows Explorer opens to
the "My Documents" folder and the title bar displays "links to browser". Does
anyone know how to reconfigure Outlook to be able to click on links.

Try this: Open Internet Explorer and click Tools>Internet
Options>Programs>Reset Web Settings.
