Link bar buttons uploading as text

I'm using FrontPage 2003. I am using a built in theme "ice" for the navigation bar/buttons. The buttons show up in preview but when uploaded change to navigation text. I have tried changing themes (3 different times-glacier,journal, deep blue) and re-uploading but only get text. Our old webpge was FP2000 and had glacier theme buttons with no problems, I also verfied the new files are overwriting the old and have also tried just uploading the "themes" folder. I can also see in the remote site window that the files are there. The report on site summary shows no errors. Same server we always used. Some one please tell me what I'm missing-I feel like I tried everything

Does the remote server have the FP2002 extensions, which are required for
this feature of the linkbar?

would this be different than what ever is required for FP2000? The extensions were used with our old page on 2000
Guess I'll have to call them -ugh techsupport hell

Yes. FP2000 didn't have custom link bars.

i've emailed their tech support, if for some reason they dont have the 2002 extensions do I have another option to use buttons instead of text, can I just make a custom button instead of using a theme

Nope, you would have to use a theme.
