line numbering, double spacing

In typing court documents, they must be double spaced with line numbering.
Some portions require single spacing. How do I make the line numbering
continue double spacing in this area?

In Word 97, choose "float over text" for the wrapping style.
In newer Word versions, choose something other than "inline with
text" for the wrapping style.
