limiting user accounts

I can't find any info on limiting what is seen in the start menu, limiting
access to programs and limiting downloads etc for a limited user account.
Firstly, is this even possible with winxp home and if so, is there a tutorial
link out there somewhere?

Your options for XP Home are somewhat limited - with XP Pro you can use
group policy and all other kinds of stuff. However, you might check out Doug
Knox's "Windows XP Security Console" at www.dougknox.com/ - click on the
"Win XP Utilities" link on the left.
