Policies can work, but can also be harder to understand. And blocking IE
may not be nearly enough; somebody's going to have a Firefox or Opera
installer on a disk.
However, a more comprehensive approach can be the use of a parental-control
program like NetNanny.
This will give you pretty much full control over what they can use the PC
for *and when*, plus provide good logging features. And they usually
arent' difficult to set up or use.
Make an account for the young person, one for yourself, limit theirs.
These utilities do require the use of decent passwords, so you need to spend
a few minutes with that, and you should change your passwords periodically.
They often also have free trial versions that last for 30 days or so, so you
can see if it works for you - or not. I've only used NetNanny, and you
can get it at the link below. These aren't particularly expensive - around
US$40.
