Limiting Max Net Speed

I have three computers set up on a home network. One of
the computers uses most of the bandwidth because of a
server it is running. It doesn't need much of the
bandwidth that it is taking up, but one of the other
computers needs a fast connection (1mbps, only getting 500
kbps).

I am wondering if I can limit the max connection speed on
that computer through the Control Panel or the registry.

Any and all help would be GREATLY appreciated.

It the server is a Windows server you can configure QOS to allow you to
control bandwidth.

No, it uses an ftp and www server program.

QOS configures the transmission rates of the entire network irrespective of
the applications generating traffic.

In your case, you can however use transmission throttling for the web server
(assuming your using IIS). Use the IIS manager to configure the settings
for your server.
